📝 Transgender Bills Across the U.S.
|
Tennessee Gov. Bill Lee signed a bill on Tuesday banning gender-transition hormone treatment for prepubescent minors, effective immediately.
🤿 A deeper dive…
Tennessee becomes the second state to ban gender-confirming treatment, after Arkansas did so last month.

However, Tennessee’s new law is slightly different from the Arkansas ban, which applies to anyone under the age of 18 rather than prepubescent youths (and also specifically bans gender-transition surgery).
From the AP: “It’s unclear how many will be affected by the new law. Advocates argue that no doctor in Tennessee is currently providing hormone therapy to youths before they enter puberty. Meanwhile, the Endocrine Society also does not recommend offering puberty blockers or hormone treatments until children reach puberty.”
🇺🇸 Across the Country
Apart from Tennessee and Arkansas, lawmakers in 13 other states have introduced bills this year that would restrict access to gender-confirming treatments for those under 18 – see the full list.

Five state legislatures - MS, AR, SD, TN, & AL - have also enacted laws or executive orders this year requiring transgender students to compete in school sports according to their gender at birth.

At least 25 other states have proposed similar legislation, with a bill in Florida currently waiting on the governor’s signature. (The DONUT’s past coverage.)

🇮🇱🏳️🇵🇸 Ceasefire Reached
Israel agreed to a ceasefire with Hamas after 11 days of fighting, which went into effect at 7 p.m. ET yesterday (2 a.m. local time on Friday).

The Egyptian-brokered deal is bilateral and without any conditions, according to a statement from the office of Israeli PM Benjamin Netanyahu.
However, per Axios: “Several Hamas officials claimed the ceasefire agreement included commitments about Israeli policy in Jerusalem — including policing at the Al-Aqsa mosque and the possible evictions of Palestinians from East Jerusalem in favor of Jewish settlers — which a senior Israel official flatly denied.”
More: Gaza officials say at least 232 Palestinians have been killed since the fighting began - including 65 children - while a reported 12 Israelis have been killed by rocket fire (two children).

💰 U.S. Treasury Unveils New Tax Plan
The Treasury Department published a report yesterday outlining the Biden administration’s pitch to Congress for ~$80B in additional funding for the IRS through 2031.

The report calls for doubling the number of IRS employees over the next decade. It would also require any cryptocurrency transfer over $10K to be reported to the IRS.
From the WSJ: “Treasury officials project that the plan would generate a net $700 billion over the next 10 years and $1.6 trillion in the decade after that, and the report says those figures are conservative because they underestimate how audits deter tax dodging and don’t count any benefits from improving IRS technology.”

👓 Snap Back to (Augmented) Reality

Snap unveiled its fourth gen Spectacles smart glasses at the third annual Snap Partner Summit on Thursday, with one catch – you can’t buy them yet.

Unlike past models, Snap isn't selling these Spectacles to the general public right away. Instead, it’s giving them away to an undisclosed number of AR content creators through an application program.
The glasses, which feature dual 3D waveguide displays combined with Snap’s new spatial engine, weigh 134 grams and can operate for a half-hour at a time. (What are waveguides?)
More: At the same event, Snap revealed it has 500M monthly active users. The company had never revealed that data prior to Thursday, focusing instead on daily active users (which surpassed 280M in April).

NYC’s Little Island opens its doors to the public for the first time today.

The 2.4 acre, $260M island was developed by Barry Diller, and sits atop 132 tulip-shaped columns – each consisting of four to six completely unique ‘petals.’

Per Bloomberg ($): "The Island is designed to have a series of micro-climates. There are 65 species of shrubs, and 290 varieties of grasses, vines, and perennials. Currently, the park has 114 trees, represented by 35 different species. (Some trees, organizers say, are anticipated to grow from 50 to 60 feet high.)"

There's also a 687-seat amphitheater.
More: The public park will allow roughly 1,000 people concurrently, with timed entry reservations between noon and 8 p.m. (The ticket link went live for the first time yesterday and crashed the system).

Start-up Flawless AI is working to improve the experience of watching dubbed films by using neural network technology to manipulate the mouth movements of actors in post-production, making it appear as though the actors are fluent in multiple languages.
The first films to use Flawless AI’s realistic dubbing technique are set to come out sometime next year.
